When that membrane breaks down anywhere — a separated seam, a puncture, failed flashing, or general wear — water can get in from any direction and travel sideways across the deck long before it ever shows up inside.
That sideways movement is exactly why flat roof leaks are so hard to pin down. A membrane breach near the center of the roof might not show up as an interior leak for weeks, since water often creeps through the insulation layer first before finally reaching the deck and dripping through.
